Candidate Survey: Jim Fredericks for Anne Arundel County Sheriff
Office Sought and District
Sheriff – Anne Arundel County
Associate Degree – Criminal Justice / Bachelor Degree – Labor Studies
Anne Arundel County Police Lieutenant
I ran for in the 2014 Republican Primary for MD District 30B
Why are you running for office?
I want to use my 26 years of law enforcement leadership and experience to institute a results-oriented organizational structure, while bringing back integrity, honesty, and accountability to the Office of the Sheriff. Two primary functions of the office are the service of warrants and the daily safety & protection of the Circuit Court building. These processes have changed so little in the last 12 years of a democratic administration, that the current practices are nearly obsolete in modern law enforcement. I have an extensive County Police background, including Homeland Security & Intelligence, Emergency Planning, SWAT Operations, Budget, Personnel Management, Recruitment & Hiring, and Media Relations. I will utilize my experience to institute real changes in court security to immediately improve building and citizen safety, as well as, institute modern practices to stem the tide of increasing unserved county warrants, which in now nearing 12,000. To the citizens of AA County, I’m offering a fresh, experienced, educated approach to law enforcement in the Sheriff’s Office with no gimmicks or excuses, but instead, openness and results. I firmly believe in term limits, and therefore, I do not believe the current Sheriff should be given a 4th term, regardless of which party affiliation he has chosen. As the only life-long AA County Conservative Republican candidate, I believe in strong support for law enforcement and the rule of law. I will work tirelessly for safer communities and a safer Anne Arundel County.
Who do you consider your political role model, and why?
Ronald Reagan. I truly believe he saved the American economy. He was passionate about his values and spoke to inspire to all Americans.
What is your favorite book about politics and policy, and why?
I have an old favorite, Lincoln on Leadership (Donald T. Phillips), and a relatively new favorite, Turning Point (Governor Bob Ehrlich). Lincoln on Leadership is a road map for how not to surround yourself with cronies and “yes” people. It illustrates how Lincoln used the best people, not his best friends, to accomplish the mission of government. Governor Ehrlich’s book is just a great read that demonstrates how damaging the previous administration’s policies were on the long-term, social and economic health of the country.
What will be your top priority in elected to this position?
I will put in place modern, proven law enforcement practices that will stop the increasing number of un-served warrants in Anne Arundel County.
What is the biggest issue facing your county?
There are multiple issues for law enforcement including a noticeable presence of MS-13 activity in and around Annapolis, continuing Heroin/Opioid issues, and the growing number of unserved warrants in the county.
MS-13: The Sheriff’s office can certainly work with the County Police and Detention Center to assist with incarceration and deportation of criminal MS-13 gang members.
Heroin/Opioid Issues: To be clear, the Sheriff’s office has NO primary responsibility for drug enforcement in the county. Currently, there is one (1) Deputy assigned to assist the County Police through the Heroin Task Force.
Unserved Warrants: The Sheriff’s office is primarily responsible for the service of warrants in the county and must take strides to modernize its efforts, which I will do.
What is your position on taxes and spending?
I always believe in proper spending priorities, not tax increases.
What is your position on a county tax cap?
What is your position on land use issues?
What is your position on public safety?
I believe that public safety, particularly law enforcement agencies, must work together to utilize their collective resources for optimal community safety and security. As a police professional with an ongoing role in law enforcement leadership, I take very seriously the proper delivery of services to the citizens of Anne Arundel County. Each agency (federal, state & local) has a unique role in the criminal justice system, and each must fulfill its duties and responsibilities to the rule of law to keep criminals off the street. I have committed my career to protecting lives and communities, and I will continue to do so as your Sheriff.
